BITOU Municipality in collaboration with the Western Cape Provincial Government, Eden District municipality and the B municipalities in the district are migrating to a centralized supplier database for all suppliers. The Eden district is to serve as a pilot district within the province and the goal is that all municipalities will use the centralized database as from 01 July 2015. The Western Cape Provincial Government has successfully implemented the use of its database to all provincial departments.

The use of a centralized supplier database will promote and support the effective implementation of each municipal Preferential Procurement Policy as determined in the Preferential Procurement Policy Framework Act (PPPFA) No. 5 of 2000, the Broad Based Black Economic Empowerment Act, (B-BBEE Act), No 53 of 2003, and the Regulations pertaining to these Acts. The purpose of the database is to facilitate uniformity, develop best practice guidelines, inform sound financial governance, promote and maximize service delivery.

The Western Cape Supplier Data Base provides the following benefits:

1. Suppliers only register once
2. Data that is verified and validated
3. Compliance
4. Data that has built-in internal controls
5. TAX and BBBEE certificates are verified
6. Clients will get list on monthly basis of active suppliers
7. Is able to verify employee data from ID-numbers and banking details
8. Able to restrict quotes to municipality, region, province and country as a whole
9. Database could be provided to municipalities at no cost
10. System have been tested and audited during the past 3 years
11. Maintenance is done by the Western Cape government.

All existing and prospective suppliers of municipal goods and services are therefore invited to attend a SUPPLIER OPEN DAY where they will be assisted to register on the supplier database. Representatives of SARS, CIDB, NHBRC, DTI and ARIBA will also be in attendance to assist with any related matters.
