QUALIFICATIONS AND EXPERIENCE: LL B Degree/B Proc. or equivalent NQF7 ● 12 years or more managerial experience in a municipal legal environment ● Registration/Admission as an Attorney/Advocate of the High Court
ADDED ADVANTAGE: ● Compliance with the Financial and Supply Chain Management competency areas in terms of Government Notice R493 as published in Government Gazette no 29967 of 15 June 2007 (Municipalities were granted exemption from regulation 15 and 18 of Government Gazette 29967 under Notice No. 40593 of 3 February 2017, subject to conditions of compliance with minimum competency levels within 18 months of date of employment)
REQUIREMENTS AND SKILLS ● Code B Drivers’ License ● Computer literacy (MS Office applications) ● Proficiency in at least two of the three official languages of the Western Cape (read, write and speak) ● Good management, human relations, interpersonal and communication skills ● Analytical skills ● High level of responsibility and confidentiality ● Ability to give attention to detail ● Ability to function under pressure and independently.
FUNCTIONS & RESPONSIBILITIES: ● Plan, directs and control the provision of comprehensive legal services to the municipality to safeguard the municipality's interests in all legally related matters within the organisation ● ●Ensure legal and regulatory compliance of the institution ● Responsible to provide legal guidance regarding council resolutions, litigations, defense of legal action, contracts, service, etc. ● Assist the various directorates by providing legal guidance regarding property administration, alienation, sales, leases, servitudes, deeds of sale, debt collections and issuing of summons ● Oversee, plan and manage the implementation of risk management and mitigation strategies across all Directorial functions ●Oversee, manage and control expenditure against the approved budget allocations and adhere to Supply Chain Management procedural applications ● Disseminate guidance and information on specific key performance areas and requirements associated with performance management of the human capital of the Division ● Render management and line function administrative support services to the Division. ● Keep abreast of current trends, legislative changes and developments in the profession.
