QUALIFICATIONS AND EXPERIENCE: ● A relevant 3 year tertiary qualification, preferably a National Diploma or B Com with financial accounting as a major subject ●Compliance with the relevant Minimum Competency Levels for Financial Officials as prescribed will be an added advantage ●2 – 5 years relevant experience in Local Government.
REQUIREMENTS AND SKILLS: Computer literacy (MS Office Applications with advanced Excel and SAMRAS knowledge) ●Proficiency in at least two of the three official languages of the Western Cape (read, write and speak) ●Good management, human relations, interpersonal, analytical and communication skills ● Ability to give attention to detail ●High level of responsibility ●Ability to work under pressure and independently● Must work after normal office hours, during emergencies and planned overtime. ● Ability to deal with conflict situations.
FUNCTIONS & RESPONSIBILITIES: ●To record, authorise, execute and report creditors, adhoc payments transactions and EFT payments on system ● Accurate timeous payment of council’s creditors according to the approved budget and in compliance with all the council’s policies and Municipal Finance Management Act and other relevant legislation● Administer bank statements, handle month end and year end procedures, control integration of creditors with ledger, reconciliations, balance records ● Answer audit queries, financial/statistical reports, computerised systems requirements and maintenance ●Ensuring VAT compliance and perform monthly VAT reconciliations ●Disseminate information and guidance with relation to performance management of the human capital of the Section ● Manage and control procedural administrative requirements, record keeping and reporting deadlines associated with the functionality●Keeps abreast of developments, legislative changes, emerging trends and latest technologies in the profession
